OBJECTIVES

How the project was born

BUILDING WITH MUSIC was born from the collaboration between MICULTUR, AGAPE and Milano Musica, from the experience gained over the years in the field of culture and youth employment, and from the great willingness and commitment that these partners are putting into supporting the Mozambican government in responding to two issues: promoting employment and self-employment among young Mozambicans dynamising the cultural sector so that it can express its full economic and social potential

In the cultural sector the situation is worse: there are only about 4200 young people employed, of which only 0.4 per cent are women.

Today's artist does not just create to externise his personality, but embodies the interest of the people. Because he is the soul, the heart of the people. He stages a dance or sings a song and says this is Mozambican culture.

CLUSTER 1

Strengthening public institutions involved in cultural and creative industries in Mozambique, with a focus on the music and performing arts sector

INSTITUTIONAL STRENGTHENING

Preliminary study

With the aim of analysing the Mozambican cultural context, particularly with regard to music and the performing arts and the sector’s value chain.

Capacity building​

Aimed at officials of the Ministry of Culture and Tourism of Mozambique and its subordinate institutions, the Provincial Directorates of Culture and Tourism of Inhambane, Zambézia and Nampula, and representatives of 3 of the 10 provincial Culture Houses in the management of Cultural and Creative Industries and the valorisation, management and fruition of cultural heritage.

Web Platform

Creation of an integrated web platform to support the project with 4 functions: data collection and analysis; mapping and monitoring of national and international calls, tenders and funding opportunities; mapping and promotion of events organised in the country; learning and repository.

Sources of Financing

Restructuring and strengthening of the existing ARTISTIC AND CULTURAL DEVELOPMENT FUND – FUNDAC, diversification of funding sources and financial instruments and incentives made available to the sector.

CLUSTER 2

Improving the training and level of professionalism of music and performing arts professionals

PROFESSIONALISING TRAINING

Nacional Study

The objective is to map the education system currently present in Mozambique in the music and performing arts sector, comparing it with other existing systems and developing specific performance indicators in education.

Curriculum of Middle Level

Development and implementation of mid-level vocational training programmes in music therapy, sound engineering and the construction and conservation of recognised musical instruments.

Curriculum in Cultural Management

Revision of the ISARC ‘Management and Cultural Studies’ curriculum with the introduction of activities closely related to the music and entertainment business and a teaching module on Fundraising in the arts and culture sector.

Specific training

Courses in music therapy, sound engineering, production and conservation of musical instruments in the provinces of Inhambane, Zambézia and Nampula.

CLUSTER 3

Promote the creation of ecosystems capable of stimulating innovation and the birth of new enterprises and the growth of existing ones in the cultural and creative industries sector and, in particular, in the music sector in the provinces of Inhambane, Zambézia and Nampula

EMPLOYMENT AND ENTREPRENEURSHIP

Culture Houses

Reorganisation of the Culture Houses in Inhambane, Quelimane and Nampula, with valorisation, recovery and restoration of equipment, accessories and instruments currently present and integration of missing elements.

Capacity building​

Training for employees, technicians, volunteers and activists of Culture Houses and cultural associations working there to host and manage incubators offering support to cultural, creative and tourism enterprises.

Cultural enterprise incubators

Design and planning of mixed (public-private) incubators for cultural and creative enterprises in the Culture Houses of Inhambane, Quelimane and Nampula.

Start-up of incubators

Start-up and experimentation of mixed incubators for cultural and creative enterprises in the Casas da Cultura of Inhambane, Quelimane and Nampula.

THE IMPACT

The project will increase public, governmental and popular awareness of the value of the cultural and creative industry as a resource for the economic development of the country and the role it can play as a factor in the creation of income-generating activities and in the growth processes of Mozambican society.

PARTNERS

AGAPE is the applicant of the project and, together with the project team, will be responsible for the coordination, organisation, management and control of the multiple and complex activities foreseen by the programme, in order to make them effective and functional for the achievement of the established objectives. It will be responsible for managing institutional relations and communication.

MINISTério de cultura e turismo

MICULTUR is the co-recipient of the project. It will be involved in all project activities in operational, administrative and legal terms and will ensure the sustainability of the project results after its completion. It will also be responsible for internal monitoring and evaluation activities.

COMUNE DI MILANO

It will be transversally involved in consolidating relations between local authorities, improving governance, strengthening relations between the city of Milan and local institutions, and developing capacities and activities to support public policy planning in the areas of socio-cultural and economic vitality, culture and events.

MILANO MUSICA

It will coordinate relations with institutional partners in Italy and with Italian and international associates (including Music Fund, Les Percussions de Strasbourg, Fondazione Scuole Civiche di Milano). In relation to its specific expertise in the music and vocational training sector, it will coordinate the Cluster 2 operational group and actively participate with the involvement of various experts in the planning and implementation of Cluster 1 activities.

It will help Milano Musica in the development of R2 activities and will be responsible for the development and activation of the Music Therapy curriculum. He will also be responsible for the creation of the profession of music therapist and the criteria for professional classification.
